Abstract: The international financial crisis brings back tremendous amount of capital to production from the financial area. Such backflow of capital will further unlock potential in IT revolution represented by computer and internet technologies as well as will create favorable conditions for emerging and growth of emerging industries. With the “opportunity window” of industrial structure changes and upgrades internationally, improving China’s industrial technology capacity and its position in the international division of industry is essential to development of strategic emerging industries in China. Therefore, China must provide the industries with a good environment of growth through insisting on indigenous innovation, promoting reforms in technology, organization, and institution.
