Abstract: Survey on policies for strategic emerging industries in the Central and 29 provinces indicates that a policy system covering industrial planning, technology R&D, industrial cluster, and market cultivation has taken shape in China, meeting the requirements of innovative, successive, and consistent. The article recommends governments at various levels shall prepare industry specific planning, in which the following shall be guarded against: isomorphic industry from homogeneous policies, new round of growth driven by investment, locking at the lower end in international industry transfer, and substitution market mechanism with government financial input.
