88th Report in 2013: Suggestions on Promoting the Flow of S&T Professionals

Abstract: Investigation shows that the flow of S&T professionals in universities and research institutes is relatively insufficient. It is not good for the communication among industries, universities and research institutes and not good to form a good competitive mechanism either. It suggests to reform the current systems of research institutes from several aspects to promote the reasonable flow of talent in universities and research institutes.
