The Research Institute of Science and Technology Development Strategy of the DPRK National Committee of Science and Technology Visits CASTED

On March 26, a five-member delegation of the Research Institute of Science and Technology Development Strategy of the DPRK National Committee of Science and Technology led by President Kim Minghe visited CASTED. Liang Yingda, Secretary of the Party Committee, hosted the DPRK delegation. Academic Councilor Chen Baoming, Director of the Institute of S&T for Industrial Development Chen Zhi, representatives of the Institute of S&T Systems and Management and the Department of Research Management, and project officer Ma Junguo of the Asia-Africa Division of the Department of International Cooperation participated in the meeting.

Secretary Liang welcomed the visit of the DPRK delegation and gave a brief introduction on CASTED, as well as cooperation between CASTED and DPRK relying on the International Research and Training Center for Science and Technology Strategy under the Auspices of UNESCO. President Kim briefly introduced the DRPK Research Institute of Science and Technology Development Strategy. Academic Councilor Chen Baoming introduced the formulation of China’s medium-to-long-term plan and five-year plan on science, technology and innovation. Hao Junchao from the Institute of S&T Systems and Management introduced the formulation process of China’s science and technology policy and the reform of China’s science and technology system. The two sides had an exchange of views on the basis for the formulation of strategic programs and plans for S&T development, the implementation mechanism, the methods of S&T foresight, and the protection of intellectual property rights.

Established in November 2018, the Research Institute of Science and Technology Development Strategy is affiliated to the DPRK National Committee of Science and Technology. Its predecessor is the DPRK Institute of Science and Technology Management established in April 2012. Currently, the institute has 13 research groups on topics such as S&T strategic planning, S&T development evaluation, S&T statistics and talent management. Its main task is to draw up the national strategic plan for S&T development.
