ACTION: Delegates are invited to discuss the findings and comment on the questions to be addressed, indicating their ability to provide the requested information and test alternative approaches to R&D questionnaire design and analysis within their countries. ACTION: Delegates are invited to consider the revised document and advise on whether it is suitable for publication as an electronic annex to the Frascati Manual, with a view towards incorporating the document or an improved version of it in the Frascati Manual in a future revision. Proposal for an annex to the Frascati Manual (OECD and UIS) DSTI/EAS/STP/NESTI(2011)5 For discussion and approval 16.00-16.30 Coffee Break 16.30-17.45 5 Measuring R&D in the Higher Education sector The Secretariat will table terms of reference and a project outline for this Task Force, as well as an initial stocktaking questionnaire. The key areas to cover by this project include delimitation of R&D activities in universities, sector demarcation and special entities (e.g. medical hospitals), use of administrative data, consistency with education statistics, time use surveys, full-time equivalents estimation, accounting treatment of indirect costs, research revenues and R&D knowledge exploitation indicators. ACTION: Delegates are invited to comment on proposals. DSTI/STP/NANO(2011)8/REV1 For information and discussion ACTION: Delegates are invited to provide comments on the draft which WPB is putting forward to CSTP for declassification and indicate whether there are opportunities for integrating the recommendations into existing or new surveys. 7.2 Developing a Conceptual and Methodological Framework for Statistics on the Development, Application and Impact of Technologies DSTI/EAS/STP/NESTI(2011)6 For discussion The Task Force leader, Mr Leonid Gokhberg (Higher School of Economics, Russian Federation), will present a proposal for the framework and some preliminary findings from the stocktaking questionnaire. This work seeks to provide widely applicable guidelines for the measurement of targeted technology domains and applications in a consistent fashion, drawing on a wide full range of resources and data infrastructure, to help meet user needs. ACTION: Delegates are invited to comment on the proposals and indicate their willingness to assess the framework by contributing evidence from recent surveys and testing novel approaches. 10.30-11.00 Coffee Break 8 Improving the measurement of innovation to meet user needs 11.00-12.00 8.1 Identifying user needs for the future of S&T and innovation indicators There is an increasing demand for innovation indicators to provide a reliable picture of the full extent of innovation activities and its broad economic and social impacts across countries and geographic areas. This session is intended to frame the subsequent discussion on the role of NESTI in improving the measurement of innovation by setting out key user needs. Particular attention will be paid to the coordination of activities across countries in assessing the quality and reviewing questions within their innovation surveys, as well as establishing adequate links with new initiatives to measure investment in intangible assets by business. ACTION: Delegates are invited to consider the activities proposed as part of this project, how they fit with related activities, and indicate to what extent they are willing to participate in coordinated cognitive testing of existing and potential new questions within innovation surveys. A number of countries have already experimented approaches to measuring innovation in the public sector and some key findings begin to emerge from that work. NESTI is undertaking work to draw relevant lessons with a view towards producing guidelines that countries can implement in future exercises. ACTION: Delegates are invited to consider the preliminary set of guidelines, provide an update on their planned activities in this area and indicate their interest in conducting co-ordinated exercises, including testing of questions and approaches. Delegates are invited to consider the various areas identified as priorities for further development and comment on the overall direction of the work and next steps. 9.1 OECD-GOV work on innovation in public service delivery The Secretariat will provide an update on work by the OECD Public Governance Committee, including initial plans to establish an observatory to monitor innovative practices of service delivery in the public sector. The work involves several parts of the DSTI secretariat and is also reflected in the PWB for NESTI. Key measurement issues include the review of the infrastructure for measuring knowledge flows (e.g. licensing data, innovation survey questions), the analysis of flows implied by scientific and patent literature collaboration and citation patterns, knowledge transfer and intermediaries, etc... ACTION: Delegates are invited to share recent or forthcoming country or regional initiatives for capturing various dimensions of knowledge flows which can help NESTI identify key facts and robust indicators. Delegates are also invited to comment on what key measurement gaps would merit particular focus in order to improve the measurement framework in this complex area. 11.1.
